    Larry, I enjoy receiving your e-mail updates. I just read through you Q & A section. One item that I”ve never been able to find anywhere; Gov sites, EBIA manuals, etc – is if a retrospective election is ever allowable under a loss of coverage – qualifying event.- Special enrollment. We had a situation where an employer told an employee who lost job on 10/19 that coverage was good until 11/30. Employer recognized error and sent certified mail, restricted delivery, return receipt that the employee did not recevei until 11/5. Letter told employee coverage expired 10/31. Participant completed paperwork to get on spouses plan and sent to employer on 11/15. Spouses employer make coverage effective 12/1. Participant did not understand that coverage was not effective 11/1 ( Becasue they asked for coverage to be effective immediately and received ID card which did not show effective date) and incurred expenses on 11/29. Plan denied claim as coverage was not in effect. Plan was sent all supporting documentation. Plans says it is against federal law to back date coverage with the exception of birth, Adoption or placement for adoption. Could you address such a situation in one of your monthly topics? Material that I read says “no later” than the first of the month following
